I doubt this is the oldest baseball card with a police officer on it but I can't think of an older one. He is wearing the heavy peacoat that was standard at the time.
I also noticed the big signature on the catchers mitt. It doesn't say Doc Edwards. The 1965 Topps blog says it might be Jim Pagliaroni.

Pagliaroni was playing for the Pirates at the time.
